60 Pay rate will commensurate with experience Position Summary/Position Under the direction of the Senior Director of Commercial Products, the Special Programs Manager I - Commercial Products, ensures advancement of IEHP's commercial product initiatives, including but not limited to the California Health Benefit Exchange.
Acts as a liaison between impacted Divisions and Departments to ensure the commercial product initiatives meet timeline, budget, and key performance indicators and align with IEHP's Mission, Core Values and Strategic Priorities as defined by IEHP Executives and Leadership.
Major Functions (Duties and Responsibilities).
1.
Serve as the primary resource to the Senior Director of Commercial Products, supporting the department on organization-wide projects and initiatives.
2.
Lead the development and implementation of organization-wide complex projects related to the commercial product initiatives; including but not limited to technical/analytical support, creation of project timelines, identification of project deliverables, and oversight of the overall status of the project.

Effectively manage multiple moderate to complex projects concurrently.
Effectively communicate the status of assigned projects to Executive Leadership including risks, issues, barriers identified and recommended solutions.

Effectively lead large and small workgroups.
Act as a liaison to the various cross-functional teams and ensures interdependencies are coordinated and aligned.

Incorporate LEAN methodologies into project practices.
Proactively identifies areas of improvement.

Lead relevant committees, project governance workgroups while actively engaging stakeholders; prepare presentations, prepare reports, data, or other materials.

In accordance with the IEHP Purchasing Manual, develop applicable solicitation requests, such as a Request for Proposal (RFP), to acquire products and/or services from an external vendor.
Drafts, manages, and oversees the terms and scope of work in the service agreement.
Cultivate and maintain a positive working relationship with the vendor, ensures clear lines of communication are established and resolves issues as needed.

Cultivate and maintain positive working relationships at all levels of the organization to ensure positive collaboration to identify, assess, and prioritize upstream and downstream impacts of the commercial product initiatives throughout the organization.
Major Functions (Duties and Responsibilities).
Supervisory Responsibilities Leading:
Self Experience Qualifications A minimum of three (3) years of experience in managed care or project management.
Experience with health plan operations.
Experience working within a matrix structure to deliver results.
Experience managing projects and/or programs utilizing data, work plans and project management tools.
Education Qualifications Bachelor's degree from an accredited institution required.
Preferred Education Master's degree from an accredited institution preferred.
Professional Certification Professional Understanding of project lifecycle methodologies and LEAN methodologies.
Knowledge of managed care, healthcare, health plans, government products, and/or health plan accreditation principles and practices, enough to effectively lead projects within the organization.
Knowledge of health plan operations, including downstream impacts, to effectively implement initiatives.
